The issue has been identified to be on the backend of the cloud provider.
We are currently working with the Azure team to get this resolved.

We have worked with the Azure support and fix has been implemented on the backend of the cluster and currently Monitoring fix.

This incident affected: US - West (California) - Azure (Artifactory) and Europe - West (Netherlands) - Azure (Artifactory).
